เนื่องด้วยธนาคารโลก (World Bank) ได้จัดให้มีโครงการ Post Disaster Need Assessment ขึ้น เพื่อประเมินความเสียหายและผลกระทบที่เกิดขึ้นกับมรดกวัฒนธรรมจากเหตุการณ์อุทกภัยในหลายจังหวัดของประเทศไทยครั้งนี้
สมาคมอิโคโมสไทย ได้เล็งเห็นว่า นอกเหนือจากโบราณสถานที่ขึ้นทะเบียนแล้ว ยังคงมีสถานที่ ชุมชน ย่านเก่า ศาสนสถาน สิ่งก่อสร้าง อื่นๆ ที่ได้รับความเสียหายอีกหลายแห่ง ในการนี้ สมาคมฯ จึงขอเป็นสื่อกลางในการรวบรวมข้อมูลเพื่อนำเสนอโครงการ Post Disaster Need Assessment ต่อไป
โดยสมาชิกสามารถส่ง ข้อมูลเบื้องต้น ได้ ตามประเภทที่ World Bank ได้ระบุไว้ดังนี้
I - Natural heritage: (i) Wilderness areas; (ii) National Parks; (iii)
Scenic landscapes; (iv) Beaches; and (v) Zoos and Botanical Gardens;
II - Cultural heritage: (i) Thematic Heritage Trails and Cultural Routes;
(ii) Historic gardens; (iii) Historic monuments and buildings; (iv) Isolated
sites; (v) Repository of heritage (e.g. museums, archives, libraries,
collections, cultural centers); (vi) Archaeological sites; (vii) Underwater
archaeological sites; (viii) Places of worship (can also include modest open
air or large scale theaters and stadium); (ix) Pilgrimage places; (x)
Industrial heritage sites; (xi) Battlefields; (xii) Sites of Shared Heritage,
such as Historic Districts, Rural or Urban Settlements;(xiii) Modern heritage
sites; (xiv) Infrastructure with Historical Character (bridge, aqueduct,
tunnel, dam, port facilities); and (xiv) Movable heritage, historic or
vernacular movable assets, artifacts and works of art, collections, objects of
historic value, located in buildings other then museum, library or church.
III - Non-heritage cultural infrastructure: (i) Cultural spaces, Theaters;
(ii) Public libraries; (iii) Recreational parks; (iv) Cultural centers in
indigenous communities; (v) Artisan and craft communities ; and (vi)
Vocational training centers.
IV - Because of their nature, intangible cultural heritage is more difficult
to quantify and for such assessment, has been limited to the following.
Intangible cultural heritage : (i) any annual or recurring cultural event,
such as carnival, music festival, performances, fairs, cultural festival or
similar other event.
For each element we will need to provide the name of the asset, its type (as per the above list):
- Its location (city, province),
- The possible partner in charge (Ministry or Department) and operator of the site
- Depending on the asset, we will need to determine a number of other elements (value of damages, size of site, number of visitors, etc). When we meet we will be able to review more in detail all other relevant information pertaining to each of
these assets.
